A product that I've always liked using is Dimensional Pearl Paints. These pearlescent acrylic paints usually come in a small bottle or tube with a narrow tip and remain dimensional when applied. There are many brands available, and these are some of the ones I have and have used for these ATC samples: Ranger Liquid Pearls, Adirondack Dimensional Pearls, Nuvo Crystal Drops, Pops of Color (by Scrapbook dot com), Viva Perlen Pens, Ranger Stickles (the only way I like using glitter, as it's suspended in a clear glue so it's much less messy).
These paints can be applied as simple dots, mixed with a little water and painted, scraped onto a card, used through a stencil, applied as a line drawing then painted when dry, smooshed between two pieces of card, smeared with your fingers, drizzled on and left as lines, or applied with glad wrap.
"Space"
(Liquid Pearls diluted with a little water and
painted and dabbed onto watercolour paper
for this background.)

"Knower of stuff"
(Ranger Liquid Pearls in White Opal is applied
with crinkled glad wrap on this background.)

"Grow positive thoughts"
(It's very hard to see the Ranger Stickles in
a crystal colour that is the outline of the leaves
and also applied around the outside edge of
this ATC.)

"Decapitate"
(The background is several colours of Liquid
Pearls, all smeared together with my fingers.)

I wasn't convinced of this one, but thought
I'd include it anyway as it shows how dimensional
these paints will stay.
